Known Platforms 1.2. Language 1.3. Command Line Arguments 2. Starting GIMP the first time. Jun 12, 2012 Restart Gimp-2.8 and you will be able to go to HelpHelp and the dialog will open for the manual. I have only tested this in Parthas version of Windows 32 Gimp-2.8 install.
